Asked my husband why is one in trops and one in blues? He said that the guy in trops is probably an MP. The other guy is dressed for liberty.

I tend to think both are in some sort of duty status... the guy in blues (both as a matter of fact) with a belt of some kind. Dress blues are normally worn without a belt. Also, when I was first in there was usually transition period when uniform of the day could be either whites or blues, and dress blues (at that time anyway) were always "uniform of the day.

The belts confused me. The way they seemed to do it around us, there was one day where you switched between whites and blues-- all at once! I always noticed, because the blues were so handsome. (My husband, of course, down in the engine room, usually had on coveralls!)

Yeah, it is a bit of a mystery. Might be nice to know the era of the pic. I'm guessing WWII or earlier.

I agree. But they seem to be on sort of sailing ship. (Maybe for some sort of training.) I cannot imagine they would be allowed to waltz on the Constitution!

I'm afraid I don't know the date of the picture and as to the whys and wherefores of the uniforms I am completely clueless! I suspect you're right about them being on a training ship though.
